I think you’d agree the slight blurriness adds to the mood. When some imperfections are applied well, even if it’s an accident, it can enhance a photo. If a higher shutter speed were used, it would be technically a better image, but the mood would be lessened.
Of course some imperfections are irritating, but that’s another thing.
